For the second successive year, the city of Torrance has declared an emergency moratorium on new massage parlors, this time with even tougher penalties threatened. Overwhelmed police simply cannot keep pace with the proliferation of massage parlors and related businesses, city officials conceded Tuesday night. Although there are legitimate massage businesses in the city, police say the vast majority are little more than fronts for prostitution. The city began a crackdown on such businesses last year. In August, police counted 44 d massage businesses in the city. Just eight years ago the city had only 14 d massage businesses and fewer than 60 d massage businesses.
In the past 18 months, police raided seven of them. Six had no acupuncture equipment and none had d acupuncturists. All were cited for various violations, including five for sex offenses. Despite the enforcement efforts, today there are 42 d medical acupuncture establishments in the city, up from 41 operating 18 months ago. In the past year-and-a-half, police have secured 13 convictions for prostitution, lewd conduct or immoral massage at massage parlors.
Of the 11 massage parlors and other related businesses that were closed in recent months, six reopened in the exact same location with a different name under new ownership, Jezulin said. Under the law, property owners who knowingly rent space to illegitimate businesses can be banned from renting the space out again for a year and the equipment — massage tables and other fixtures — can be sold.
Under a quirk in the law, if the structure has one common entryway, such as those seen in professional buildings, the entire building could conceivably be shut down, Fellows said. The city sent out letters to property owners last week, letting them know the state law will be enforced via a court injunction if there are repeat offenders on their property.
